All bills for water services not paid by the due date, as stated on such bills, shall be assessed a late payment charge of an additional 10% of the amount owed upon the first infraction. Any subsequent late payments within a rolling 12-month period shall continue to be assessed the late payment charge of an additional 10% of the amount owed, but shall also be charged an additional $25 late payment penalty for each late payment during the 12-month period.
