Each user, at the time of connection with the water works system, shall pay a fee to cover the cost of tapping the main, furnishing and laying the service pipe, installing the meter, and the like. This fee shall be based upon the actual current cost of all materials plus labor, plus a charge $35 per hour for installation equipment use, with a $400 maximum charge for installation. All amounts charged shall be invoiced in detail by the Water Superintendent.
