§ 52.03  MULTIPLE BILLING UNITS.
   (A)   In the case of apartment houses, trailer courts, commercial properties, and the like that are occupied by more than one family or business, each apartment, trailer, and/or business shall be considered a separate unit for billing purposes. Where the physical structure is such that it would be economically prohibitive to separately meter each unit, and more than one unit is served by a single meter, then the amount of the monthly water bill shall be computed as follows.
      (1)   The minimum charge for the property served by the meter will be the current minimum rate ($17.94) multiplied by the number of occupied units, regardless of the period of time of occupancy.
      (2)   If the amount of water used is greater than the number of occupied units multiplied by 2,000 gallons, the excess gallons shall be charged at the rate of $10.54 per 1,000 gallons; but in no case shall the charge be less than $17.94 per unit.
   (B)   In all cases, water charges shall be billed to the owner of the property served, and the owner shall be responsible for the payment thereof.
