§ 112.11 APPEAL AND JUDICIAL REVIEW OF LICENSING DECISION.
   (A)   In the event of an adverse licensing decision, an applicant will be provided prompt appeal and judicial review by first filing within ten days a written "notice of appeal" with the Fiscal Officer of the village. The Fiscal Officer of Council shall set an appeal before Village Council within 20 days of receipt of the written notice of appeal. Council shall hold a public hearing, which notice is published at least 15 days prior to public hearing.
   (B)   If the applicant is still dissatisfied after their appeal to Village Council, then the applicant may file an appeal in the County Common Pleas Court, pursuant to R.C. § 2506 as modified herein. The modification is that the village will file the transcript with the Common Pleas Court within ten days of filing of the notice of appeal.
