The Mayor, or the village official designated by the Mayor, shall inspect the premises desired to be used for scrap or junk yard premises and, when the standards have been met by the applicant, the Mayor shall issue a license establishing the premises as a scrap or junk yard. The license shall expire within one year after the date of issue and a new application shall be filed annually in order to operate the premises and a new license be issued.
