Any flammable or combustible materials not arranged or stored in a manner as to afford reasonable safety against the danger of fire, or any matter stored or arranged in a manner as to impede or prevent access to, or exit from, any premises in case of fire, shall be ordered by the Fire Chief to be removed or rearranged in a manner as to eliminate any fire hazard. The order shall be in writing and delivered to the owner, lessee or occupant of the premises.
