For the quantitative and qualitative protection of the water supply of the village (to prevent unnecessary waste or water and the pollution thereof and to protect the integrity of the waster water treatment system and the surface drainage system), the drilling of water wells within the village is prohibited except under the following condition: for residential household use where determined by the village that it is not feasible to supply water by extension of the village water mains.
