(A) The proposed revised rates of the fees adopted by the Policy Committee to be levied under R.C. § 3734.57 upon the disposal at a solid waste disposal facility located in the district of solid wastes are hereby approved, those fees being as follows:
(1) Twenty-five cents for the disposal of each cubic yard of unbaled solid wastes generated within the district, the disposal of which is made a solid waste disposal facility located in the district;
(2) Fifty cents for the disposal of each cubic yard of unbaled solid wastes generated outside the boundaries of the district, but inside the state, the disposal of which is made at a solid waste disposal facility located in the district;
(3) Seventy-five cents for the disposal of each cubic yard of unbaled solid wastes generated outside the boundaries of the state, the disposal of which is made at a solid waste disposal facility located in the district.
(B) For purposes of computing the fees levied by the Policy Committee, one cubic yard of baled solid waste shall be deemed to equal three cubic yards of unbaled solid waste or one ton of solid waste and one ton of solid waste shall be deemed to equal three cubic yards of unbaled solid waste.
