(A) Any person or entity who requests to be connected to either the village water system or village sewer system shall, prior to or at the same time the connection is made, connect to the other utility service (water or sewer), so long as the other utility is accessible at the public right-of-way.
(B) Any person or entity within the village who currently has a connection to either the village water system or village sewer system shall connect to and utilize the other village utility within 180 days of the service being provided to the public right-of-way.
