The village shall not enter into any binding legal contract or other agreement to pay to any person or other entity any sum for the recoupment or reimbursement of the costs of installation, construction or other costs associated with the extension or connection thereto of the water and sewer systems of the village. Nothing in this section shall prohibit or otherwise prevent the village from entering into contracts or otherwise agreeing to pay contractors for repairs, extensions, maintenance or other construction and improvements to the village utilities.
