No person shall park a vehicle in any village-owned parking lot in excess of 24 consecutive hours. Due notice to move such vehicle shall be given to the owner if his or her identity can be reasonably ascertained. If the vehicle has not been moved within one hour of notice being provided, or if notice could not be provided because identity could not be ascertained, any village police officer may move the vehicle or have it moved, and any expenses incurred in moving the vehicle shall be assessed against the owner of the vehicle.
