(A) The Mayor, with the advice of the Chief of Police and the Fire Chief, shall have the authority to promulgate any rules and regulations to enforce this subchapter.
(B) In the event that the state or federal government promulgates clean-up guidelines that are more stringent or that pre-empt local regulation, its clean-up guidelines shall prevail.
