§ 152.020 PRE-APPLICATION CONFERENCE.
   (A)   Prior to the submission of a preliminary plat, the subdivider shall seek the assistance of the Planning Commission and municipal officials with regard to development of the proposed property. The purpose of the pre-application review is to make the subdivider familiar with the requirements of these subdivision regulations as it affects the proposed subdivision location.
   (B)   The subdivider shall submit to the Planning Commission a preliminary sketch plan indicating the general approach to developing the site, including the approaches to storm water management, utility service, access and traffic flow. The sketch plan will be placed on the next available Planning Commission agenda for general discussion and comment. The Planning Commission shall provide copies of the preliminary sketch to the various village departments for its review and comment prior to the Commission meeting. The applicant and his or her engineer shall attend the pre-application review meeting with the Planning Commission.
   (C)   At the pre-application conference, the Village Planning Commission shall have the right to require a traffic impact study if the subdivision will generate traffic volumes equal to or greater than 100 vehicle trip ends during the highest peak hour.
   (D)   If required, the developer shall complete a traffic impact study and incorporate any improvements recommended by the study. The traffic impact study shall be prepared in accordance with the State Department of Transportation Access Management Manual. The study area shall be determined by the Village Planning Commission. The traffic impact study and plans for necessary improvements shall be submitted with the preliminary plat submission.
   (E)   An applicant will not be permitted to submit a preliminary plat without attending a pre-application conference.
