These regulations shall not apply to any lot or lots forming a subdivision or part thereof that has been approved by Council prior to the adoption of these regulations. These regulations shall not repeal, abrogate, annul or, in any way, impair or interfere with existing provisions of other laws or ordinances, except those specifically repealed by these regulations, or with private restrictions placed upon property by deed, covenant or other private agreement, or with restrictive covenants running with the land to which the village is a party. Where these regulations impose a greater restriction upon land than is imposed or required by existing provisions of law, ordinances, contracts or deeds, the provisions of these regulations shall control.
