§ 150.38 FENCES AND WALLS.
   (A)   Fences, decorative walls, or similar screening devices (collectively referred to as “fences”) for residential purposes may be installed in the village pursuant to this section after first submitting plans to the village, applying for a permit, and paying a $20 fee.
   (B)   Fences located in the front yard shall not exceed four feet in height, and fences located elsewhere on property shall not exceed six feet in height except as provided herein. All fences constructed, erected, or installed at street intersections shall comply with § 150.35, Traffic Visibility Across Corner Lots.
   (C)   Barbed wire, spike, razor wire, or electric fences are prohibited.
   (D)   Fences and walls shall be maintained in good repair at all times by the owner and/or occupant of the lot on which they are located. The smooth finished side of the fence shall be the side of the fence that faces outward from the yard being fenced.
   (E)   Fences may be built up to the property line, but shall be located entirely on the property of the person constructing it. No fence may be constructed on the right-of-way owned by the village.
   (F)   A fence used to enclose a tennis court, softball or baseball field, or other recreational field or court shall not be subject to the restrictions provided for herein, but shall be consistent with the use or function of the property.
   (G)   This section shall not apply to fences constructed, erected, or installed on commercial properties.
