The owners of all homes, buildings or properties used for human occupancy, employment, recreation or other purposes situated within the corporate limits of the town and abutting on any street, alley or right-of-way in which these is/are now located or may in the future be located near a water main of the town is hereby required at the owner’s expense to connect on to the metering system in accordance with the provisions of this chapter.
