(A) The grantee will provide as many off-air of programming as are permitted by FCC regulations and will provide as many channels of services as are required by FCC regulations.
(B) The town will receive one channel dedicated to locally originated programs. The town may designate schools, colleges, civic groups or any other persons or organizations as it may deem fit to participate in the use of the locally originated channel.
