For the better protection of the public interest, health, safety, welfare and convenience, the following rules and regulations are hereby adopted setting forth the conditions, requirements and limitations under which a person may construct, have constructed for him or her, operate and maintain a community antenna television system and engage in the business of providing a community antenna television service in the town.
