§ 31.04 MAYOR NOT TO VOTE.
   (A)   The Mayor shall not vote any question before the Board, except in case of a tie vote deadlocking a decision of the Board of Aldermen.
   (B)   The Mayor Pro Tempore or Chairperson Pro Tempore, when presiding, shall vote as herein provided for the Mayor.
