§ 31.03 MAYOR TO PRESIDE.
   The Mayor shall preside at all meetings of the Board, if present, and in his or her absence, the Mayor Pro Tempore shall preside, and in the absence of both, a Chairperson Pro Tempore shall be chosen to preside.
