It shall be unlawful for any person to maintain any pen, coop, stable or enclosure, including fenced-in-yards in which animals are kept in a manner so as to produce obnoxious odors or which may become a breeding place for flies or mosquitoes. The owner or occupant of any premises on which animal(s) are kept in an enclosure(s) shall be required to maintain the enclosure(s) in a clean and healthful manner at all times, and all manure or other waste matter removed from the pen, coop, stable or enclosure shall be immediately hauled form the town or stored in suitable fly-proof bins or buried under at least six inches of earth.
