All unregistered high risk dogs shall be deemed illegal animals. The person harboring or keeping an unregistered high risk dog may have the animal removed from the City. If, however, the animal is again found unregistered in the City or if the person holding or keeping the animal chooses not to remove it from the City, the dog shall be destroyed.
