1. The owner of every dog or cat six months old or over (except dogs or cats owned by the operator of a federally or state licensed kennel and kept in that kennel) shall register said dog or cat with the City Clerk by completing a required application form prior to January 1 of each year.
2. The application for registration may be made at any time during the year for a dog or cat which has come into the possession or ownership of the applicant or which has reached the age of six months after January 1, providing such registration is made within 30 days of the applicable event.
