SEC. 48B-1.   PURPOSE OF CHAPTER.
   There exists in the city of Dallas, Texas, many vacant properties that, if left unoccupied and unmonitored, may fall into a state of disrepair, become a haven for criminal activity, and create a blight on the area. The purpose of this chapter is to protect the health, safety, morals, and welfare of the citizens of the city of Dallas by establishing a registration program for vacant buildings and lots in the city in order to monitor the vacant buildings and lots and ensure that they are maintained in compliance with this code and other applicable laws and to encourage their demolition, building development, or return to occupancy in a timely manner.
