No person shall erect or construct or proceed with the erection or construction of any building or structure, nor add to, enlarge, move, improve, alter, repair, convert, extend or demolish any building or structure or any part thereof or install any plumbing, electrical or mechanical equipment as part of a building or structure, or make any other improvement in any building or structure or cause the same to be done within a tourist court, tourist camp or house trailer park as defined in Section 47-1 without first obtaining a building permit therefor from the building inspector.
