This division only applies to newsracks located on the public right-of-way within the city of Dallas and provides administrative procedures for the grant of annual licenses regarding newsracks to be located on the public right-of-way. This division regulates the placement of newsracks on the public right-of-way within the city. This division also ensures that newsracks do not create a hazard to persons or property, do not interfere with pedestrian or vehicular traffic, and are kept neat, clean, and in good repair. (Ord.
