Upon termination of a license, the licensee shall remove the bicycle parking device and restore the used portion of the public right-of-way to its previous condition. If the licensee fails to comply with this section, the director shall cause the bicycle parking device to be removed and the public right-of-way restored with costs being assessed against the licensee.
