Prior to performing any duties as a reserve police officer, each police reserve applicant shall receive training from the Dallas police department in accordance with the requirements of the Texas Commission on Law Enforcement Officer Standards and Education and shall apply for certification by said commission as a reserve police officer. The names of reserve police applicants who have received certification from the Texas Commission on Law Enforcement Officer Standards and Education shall be submitted to the city council for approval.
