SEC. 37-30.   RELEASE OF PRISONERS WITHOUT BOND OR BEFORE PAYMENT OF FINE.
   The chief of police shall have no right to release any prisoner before conviction without bond, nor after conviction until the fine and costs against him are paid. He shall be subject to dismissal from office if he allows parties after conviction to go without satisfaction of the judgment against them, as provided therein, and every dollar of fine and costs that by his negligence or connivance is lost to the city or to any officer shall be deducted from his salary.
