   The city reserves the right to promulgate at any time other restrictions and regulations as to the erection and maintenance of poles, wires, and other apparatus used in connection with the transmission of electricity and, from time to time, to require such poles as it deems proper to be removed and the wires on the poles to be run in conduits upon such terms as the city deems proper.
