All rights and franchises granted by this chapter are granted with the express understanding that the same are not transferable, but are given only to the persons petitioning for and receiving the grant. All attempted transfers of the same, without the consent of the city council first had and obtained, shall be null and void and shall work a forfeiture of all rights originally granted.
