No person shall erect or construct a pole, pier, abutment or other necessary fixture, appurtenance or appliance for electric light or power purposes within the city for electric light or power purposes or maintain any such pole, pier, abutment, wire or other such necessary fixture, appurtenance or appliance within the city, except in accordance with the provisions of this chapter.
