SEC. 32-60.   PENALTY; CIVIL ACTIONS.
   Any person violating any of the terms of this article is guilty of an offense. Such penalty may be enforced in any court having jurisdiction thereof against any violation of this article and may also be enforced in the municipal court. In addition to such penalty, the right shall exist, in behalf of the public health of the city, for the director of public health or the chief of police or any person whose health may be affected thereby to bring any cause of action in any competent court by way of injunction or otherwise against any person violating any of the terms of this article.
