No person shall use or operate a boat of any kind or description in the waters of the lakes for the purpose of catching and taking fish, game, or other wildlife for market or sale. This shall not apply to persons authorized by contract by the park and recreation board to remove rough fish under the supervision of the director of park and recreation when such persons are licensed by the state fish and game commission to remove rough fish.
