Whenever, in the opinion of the park board it is desirable or necessary to establish operating hours during which buildings, structures, facilities, athletic areas or other improvements on park areas shall be operated, the park board is authorized to establish such hours of operation by resolution and when such hours so designated are posted on the entrances to such buildings, facilities, etc., the same shall be deemed as the official hours of operation.
