A person commits an offense if he:
(1) solicits customers or patronage for himself or on behalf of another or distributes advertising matter, upon the premises of a hotel, private office building, or public building in the city without first having obtained written consent from the owner, lessee, managing agent, or person in charge of the operation of the hotel, private office building, or public building; or
(2) solicits, seeks, or begs contributions for himself or on behalf of another upon the premises of a hotel, private office building, or public building in the city without first having obtained written consent from the owner, lessee, managing agent, or person in charge of the operation of the hotel, private office building, or public building.
