After the application for an escort chauffeur’s license has been approved, and the applicant has submitted to fingerprinting by the police department, the director of finance of the city shall issue an escort chauffeur’s license to the applicant upon payment of a fee of $50. An escort chauffeur’s license shall expire one year from the date of issuance and shall not be transferable; however, the holder may use the same license if he changes employment from one motor vehicle escort agency to another.
