   (a)   A person commits an offense if he stops, parks or stands a vehicle on the main traveled portion of the roadway of the following described streets or freeways:

   (b)   It is a defense to prosecution under this section if such stopping, parking or standing is necessary for safe operation, or for compliance with law, or the vehicle is disabled in such a manner and to such an extent that it is impossible to avoid stopping on the main traveled portion of the roadway.
