(a) A person commits an offense if, during normal operating hours, he enters a vehicle ramp of the terminal while operating a truck-tractor, semi-trailer, pole trailer, or trailer.
(b) A person operating a truck-tractor, semi- trailer, pole trailer, or trailer may use the terminal outside of normal operating hours if permission is obtained from the director of equipment and building services or a designated agent in accordance with Section 28-128.10.
