The use of a metered parking space for loading and unloading merchandise from a commercial vehicle, or from a passenger-type vehicle displaying a valid loading zone permit, will be permitted between the hours of 7:00 a.m. and 10:00 a.m. without the deposit of a payment in the parking meter assigned to the parking space.
