SEC. 28-107. PARKING WHERE PAID PARKING PAYMENT DEVICE HAS EXPIRED.

   A vehicle is illegally parked if it is found parked or standing in a paid parking space, and:

      (1)    sufficient payment for the use of the paid parking space was not paid using a paid parking payment device; or
