(a) Except as provided in Subsection (b) of this section, each paid parking payment device shall display an indicator showing legal parking upon the deposit of an appropriate payment. The parking time allowed by the payment amount must be clearly indicated on the paid parking payment device. Each paid parking payment device shall continue operation from the time payment is made until expiration of the appropriate parking time. At the end of that parking time, the paid parking payment device shall indicate by the display of a signal that the lawful parking period has expired.
(b) Parking time is not required to be displayed on the paid parking payment device if payment has been made by telephone or the Internet. A person who pays for parking by telephone or the Internet will receive an electronic receipt or other form of confirmation of the transaction indicating the parking time allowed by the payment. The owner, operator, manager, or driver of the vehicle parked in the paid parking space is responsible for knowing when the allowed parking time will expire. Parking time allowed through a payment transaction by telephone or the Internet may also be accessed and displayed on a handheld device carried by a police officer or other person authorized to issue parking citations.
