When a police officer or parking enforcement officer finds a vehicle standing upon a street or highway in violation of a provision of this article, the police officer or parking enforcement officer is authorized to move the vehicle, or to require the driver or other person in charge of the vehicle to move the vehicle, to a location off the paved or main part of the street or highway.
