The traffic engineer shall have control and direction of the traffic zone marking personnel, the parking meter installation and maintenance personnel, traffic signal installation and maintenance personnel, the marking of all traffic zones, and the installation of signals and road markers relating to direction and control of traffic. The traffic engineer shall also make continuous studies of the movement of traffic on the streets of the city and shall make periodic recommendations to the city manager as to necessary regulations, practices, and controls for the safe and prompt movement of traffic in the city.
