(a) Every report made to the director under Section 19-83.3 is confidential and may be released only to:
(1) the person having the environmentally related health condition or, in the case of a minor, a parent or guardian; and
(2) the Texas Department of State Health Services.
(b) The director shall, through the city manager, make a quarterly report to the city council on the number and type of physicians’ reports. If it becomes apparent to the director that a particular area, community, neighborhood, or section of the city is the subject of numerous similar environmentally related health conditions, the director may, at any time, notify the city council through the city manager, that the environmentally related health conditions have been reported.
