The city health officer and those working directly under his supervision shall enforce the provisions of this chapter and for this purpose may at all reasonable times with the permission of the owner or occupant or upon issuance of an appropriate warrant enter in and upon any premises within the city or within 3,000 feet of the corporate limits thereof.
