If any person responsible for the existence of any condition that gives rise or is likely to give rise to the breeding of mosquitoes fails or refuses to immediately take all necessary measures directed by the director, the city health officer, or the city environmental health officer or their duly authorized representatives to prevent the same in accordance with the terms of this article, after notice to do so, that person commits an offense.
