Whenever any person now occupying or using or hereafter occupying or using any building or premises in the city, improved or unimproved, whether such person be the owner, lessee or tenant, or any other manner occupying the same, shall remove from and vacate such building or premises, then it shall be the duty of such person so vacating or removing from such building or premises to immediately remove therefrom all loose paper, garbage, filth, rubbish and waste matter of every kind and character and to place the building so vacated and the premises adjacent thereto or used in connection therewith in a clean and sanitary condition.
