If the owner of any property described in Section 19-2, or his agent, if any such owner be a nonresident, shall not within 10 days from the publication of notice, as provided in Section 19-3, or from service of personal notice in writing, as provided in Section 19-4, as the case may be, do and perform any and all the things whatsoever mentioned and required by the resolution and the notice, then the city council shall have the power, and it shall be their duty, to do and cause to be done any or all of the things enumerated in Section 19-2.
