It shall be unlawful for a person to convey or deliver the body of a deceased person to a cemetery in the city or for a sexton of a cemetery to receive the body of a deceased person, unless the body is accompanied by either a valid state department of health report of death form which has been filed by the funeral director with the local registrar within whose jurisdiction the death occurred or a valid burial-transit permit.
